You do describe it but it's not very clear, I get what you're saying but I doubt most other people will. Perhaps you mean using Edit > Transform > Warp
But the general process of doing the curve like that is outlined in this post I made a couple weeks ago how do you make that kinda curvy gradient overlay?

In photoshop, here is my tutorial, I explain it in there

5. Hold Ctrl, by doing that, you are able to move the points created by the pen tool in step 4. Move the first point a little bit higher than the original line and move the second point lower that the original line. Rasterize(right click on the layer) the layer ''Reflection''.
