Default Static vs. Dynamic Icons

Hey, whats the difference here? i know how theres icons that use a picture and ones that use just a font based picture... but which is which?
I dont know the name for each.

Static icons use a picture and don't move. The dynamic icons use a font and they do move.

The image below show static icon (middle). It shows a white ouline when selected and nothing when it isn't



The image above show dynamic icons. Those icons move left to right, right to left when scrolling, they get big when they are selected samll when they aren't
